What is the full version number of your Delphi.

EhLib was compiled under Embarcadero Delphi 10.4 Version 27.0.40680.4203

It looks like the problem is incompatibility between Delphi 10.4 versions.
Do you have the opportunity to download the latest build of Delphi 10.4 Update 2 and check the result?

As you can see I have Delphi up to date, with all patches installed.
As you can see, it doesn't find the EhLibReg.pas because it is missing.
And with everything updated, my version is 27.0.37889.9797

We have uploaded EhLib.VCL 11.0 Build 11.0.022 in which we changed the EhLibInstaller.exe program.
In the new version, EhLibInstaller allows you to install packages in RAD Studio without compiling.
This feature works for the version of the library without source codes.

I have downloaded EhLib.VCL 11.0 Build 11.0.022 and EhLib.VCL 11.1 Build 11.1.007.
